— TEHSIL HEADQUARTERS · MATHURA DISTRICT

Chhata

Chhata is the tehsil headquarters and a Nagar Panchayat in Mathura district on NH-44 — town and farm land inside MVDA and outside YEIDA, in an agricultural belt still shaped by the sugar mill that closed in 2009.

What decides the price here

There is no standard rate — this is what sets it

The only published number

The circle rate set by the District Magistrate for Mathura district, published on the state registration portal — a stamp-duty floor for the registry, not a market rate, and the Mathura district circle-rate cell for your locality and land use. how UP circle rates work.

No single market rate exists here, and no one publishes one. There is no database of what parcels actually transacted for; registry values are set to that collector-rate floor and understate the real trade; owners set their own asking prices; there is no MLS. Two parcels that look identical — same road, same class, next khasra — change hands at different numbers, for reasons that live in the paper and the approach, not in any table.

Town land versus the agricultural hinterland

A Nagar Panchayat plot inside the town and cane-belt land outside it price in different worlds; the municipal boundary, read from the record, decides which one a parcel is in.

Permitted use for the khasra

What the development authority allows on that specific parcel sets what may be built. Agricultural land priced as a colony plot is worth that only once the use is sanctioned.

NH-44 frontage

Highway touch reprices ground the interior does not see — established from the record and the legal approach, never from the width of the track on the day of the visit.

The mill remains an announcement

A revived sugar mill with a distillery and logistics park would change this belt. It has failed tender repeatedly, so it belongs in the thesis column, not in the price.

Adjacent parcels here transact at different numbers for reasons we can explain on a call — the real figure needs the real parcel. Send your requirement.

Infrastructure & project impact

What does a tehsil headquarters give a buyer?

Proximity to the record, which is worth more in Uttar Pradesh than it sounds. Chhata is the seat of its tehsil — the SDM and the Tehsildar are posted here, and the surrounding belt including Kosi Kalan, Barsana and Nandgaon runs its revenue business through this establishment. For a buyer that means the khatauni, the mutation file and the objections that follow a dakhil-kharij application all move in one place, and being able to attend it matters. The town sits on NH-44 about thirty-five kilometres north of Mathura city, on the same Delhi–Agra highway that passes through Palwal, and it has been inside the Mathura-Vrindavan Development Authority since December 1997, so construction requires the authority's sanction and not merely a registered deed. The agricultural story deserves telling straight. Chhata had the only sugar mill in Agra mandal, established in 1975 on about a hundred acres, and it closed in 2009 when cane supply and losses caught up with it; district sugarcane cultivation fell sharply afterwards. Since then a revival has been announced on a large scale — a modernised crushing plant, a distillery, and a logistics park in a third phase — but the reopening target of 2024 passed and tendering has been reported to have failed four times. A project that cannot be tendered is not a reason to pay more for ground near it. What replaced cane in the local cropping pattern we do not state, because no source we could reach established it, and a plausible guess about crops is exactly the kind of detail that turns into a valuation. On the corridor question, one correction worth making plainly: the Yamuna Expressway runs along the district's eastern side and Chhata tehsil does not appear in YEIDA's notified roster, so the expressway-and-airport story that sells land elsewhere in Mathura district does not legally reach here.

Why do buyers watch Chhata?

The tehsil establishment is here

The SDM and Tehsildar sit in Chhata, and the belt around it — Kosi Kalan, Barsana, Nandgaon — runs its revenue files through this seat. Proximity to the record is a real advantage in UP.

NH-44, the Palwal road continued

The Delhi–Agra highway runs through the town about 35 km north of Mathura city. NH-19 is the Agra–Kolkata portion and does not enter this district, whatever a listing says.

Development-authority sanction applies

Inside MVDA since December 1997 — construction needs its permission, so buildability is a planning question here, not only a title one.

The sugar mill is closed, not reopening yet

It shut in 2009. The announced three-phase revival has missed its 2024 target and its tender has reportedly failed four times — an announcement, not an anchor.

Cane decline reshaped the hinterland

District sugarcane cultivation fell sharply after the mill closed, which changed what the surrounding land actually earns — a real factor in what agricultural ground is worth here.

We do not state the current crop mix

What replaced cane locally was not established by any source we reached, so we print nothing. A guessed cropping pattern becomes a guessed valuation.

Outside YEIDA, and it matters

Chhata tehsil is not in YEIDA's notified roster and the expressway runs along the district's eastern side — the Jewar-airport premium does not legally attach to land here.

UP law, not borrowed law

The record is the khatauni on Bhulekh, mutation is dakhil-kharij, and a single buyer may acquire at most about 12.5 acres by purchase or gift, aggregated with family.

Evidence

  1. Chhata is a NAGAR PANCHAYAT and the HEADQUARTERS of Chhata tehsil - the SDM and Tehsildar sit here, per the district directory. Mathura district has five tehsils: Mathura, Mahavan, Chhata, Mant, Goverdhan (Nandgaon is a block, not a tehsil) — mathura.nic.in/tehsil/ + mathura.nic.in directory + municipal-bodies (OFFICIAL), 18 Jul 2026.
  2. Census 2011 population 23,537 (12,567 M / 10,970 F), 3,907 households, literacy 68.4%, SC 14.7%; the town lies about 35 km north of Mathura city on NH-44 - the Delhi-Agra highway, NOT NH-19 (which is the Agra-Kolkata portion and does not touch Mathura district) — Census 2011 via census2011.co.in; NH-44 route record - consistent with our plan §17.5 correction, 18 Jul 2026.
  3. Chhata urban area was brought inside the Mathura-Vrindavan Development Authority by government order of 6 December 1997, so construction requires MVDA sanction under the UP Urban Planning and Development Act 1973 — mvdamathura.com/AboutMVDA.html inclusion timeline (OFFICIAL), 18 Jul 2026.
  4. Chhata Sugar Mill - established 1975 on roughly 100 acres, the only sugar mill in Agra mandal - CLOSED IN 2009 on cane unavailability and continuing losses, and district sugarcane cultivation declined sharply afterwards. A revival (reported ~Rs 500 crore in three phases: a 3,000 TCD plant, a 60 KLPD distillery, then a logistics park) has been ANNOUNCED but not commissioned; a reopening target of 2024 was missed and tendering was reported to have failed a fourth time — ChiniMandi trade press (SECONDARY, 2023-May 2025); UPSugarFed mill list carries no Mathura district mill (OFFICIAL, negative - covers the cooperative sector), 18 Jul 2026.
  5. Chhata tehsil does NOT appear in YEIDA's notified-village roster for Mathura district; the Yamuna Expressway runs along the district's eastern side while Chhata sits on the NH-44 corridor to the west. No interchange distance is printed because none was measured from an authoritative source — yamunaexpresswayauthority.com notified villages (Mathura) - checked 18 Jul 2026 (OFFICIAL), 18 Jul 2026.

FAQ

Questions about Chhata

Is Chhata the tehsil headquarters?
Yes. The SDM and Tehsildar are posted at Chhata, and the surrounding belt including Kosi Kalan, Barsana and Nandgaon runs its revenue business through this establishment. Kosi Kalan is the larger industrial town, but it is not the tehsil seat. UP mutation
Is the Chhata sugar mill reopening?
Not yet, on the record we can verify. The mill — the only one in Agra mandal — closed in 2009, and district sugarcane cultivation declined sharply afterwards. A large three-phase revival has been announced, but the 2024 reopening target passed and tendering was reported to have failed a fourth time. UP circle rates
Does the Yamuna Expressway or YEIDA affect land at Chhata?
Not legally. Chhata tehsil does not appear in YEIDA's notified-village roster for Mathura district, and the expressway runs along the district's eastern side while Chhata sits on the NH-44 corridor to the west. The airport-premium story that sells land elsewhere in the district does not reach here. YEIDA plots
Do you work directly in Chhata?
No — Mathura district is beyond our home ground. Chhata is covered co-broke through named network partners, with verification from our own office and terms in writing agreed first. Bhulekh
How much land may a single buyer acquire in Uttar Pradesh?
5.0586 hectares — about 12.5 acres — by purchase or gift, and the limit aggregates land held by the buyer's family where the buyer is a natural person. The statute expresses it in hectares, so that is the figure to work from. Relief above the cap exists for firms and institutions in the public interest, but it is discretionary and not open to individuals. Who may buy in UP
What changed in Chhata's farmland after the sugar mill closed?
District sugarcane cultivation declined sharply after the 2009 closure, which changed what the surrounding land actually earns — a real factor in valuing agricultural ground here. What replaced cane in the local cropping pattern we do not state: no source we could reach established it, and a guessed crop mix becomes a guessed valuation. UP circle rates

Send a Chhata requirement

Tell us the budget and purpose; the reply comes the same working day, and the search runs against it in writing.

What we take on

Buying, selling or verifying land in Palwal district and Nuh (Mewat) district — plots, farm land, commercial and industrial parcels — against a written requirement.

What we decline

We do not take mandates whose only objective is to pressure an owner into a distress or knowingly under-value sale. For a valuation, send the village and khasra first.

What to send

Buying: the purpose, village or area, land type and size, budget, timeline, and whether the money is arranged. Selling: village, land type and size, whether you own it alone, jointly or by inheritance, whether all owners agree, asking price, timeline and the documents in hand. Verifying: district, tehsil and village, khasra or khewat, where the deal stands, and what worries you.

What happens next

Same-day reply in working hours (Mon–Sat 10–7) — urgent: call. Finding land or checking records takes longer. After 19:00 and on Sundays, the reply comes the next working day. Your requirement is restated in writing and the record screened before any parcel is discussed.

Fee and scope are agreed in writing before any work begins. A site visit happens only after the requirement is in writing and a first record screen is done. Nothing is shared outside the practice without your say-so; where a partner is needed, they are named in the written terms first.
