How to choose a property dealer in Haryana, by criteria

What should a dealer do before your token?

Read the record — and show you what was read. Before any token or bayana, a genuine dealer can put in front of you: the jamabandi for the khasras on offer, the mutation chain behind today's entry, the girdawari, and the encumbrance position. If the answer to "can I see the nakal" is a change of subject, the parcel may be fine — but the dealer is not doing the work the fee claims to cover. The five-register check is not a premium service; it is the floor.

The second before-token behaviour is negative: a genuine dealer slows you down at exactly the moments a bad one speeds you up. Token, signature, registry day — the moments money and signatures move are the moments to expect questions, not urgency.

What must be in writing before work starts?

Three things: scope (what the dealer will actually do), commission (how much, from whom, payable when), and the engagement's shape (exclusivity or not, duration, what ends it). In this market the common failure is not a dishonest number — it is no number at all until the deal is chosen, at which point the margin appears between the seller's price and yours. A dealer whose fee only becomes discussable after you are committed has told you the business model.

How should the bayana stage be papered?

The agreement to sell is a contract with consequences — ss.73–74 of the Contract Act govern the forfeit, and s.17(1A) requires registration where possession moves early — so the dealer's job at bayana stage is discipline: parties exactly as per the record, khasra numbers exact, deadlines and forfeiture stated, money by bank transfer, every recorded co-sharer signing or lawfully represented. A dealer who shrugs at any of those five is transferring the risk to you.

Which red flags repeat, dealer after dealer?

  • A rate quoted before the record is read — village land has no standard rate; a confident number without a parcel's facts is a sales instrument.
  • Urgency theatre — "two other buyers", countdown deadlines, token-today pressure. Real parcels survive a verification week.
  • No written terms, or terms promised "after the deal" — the margin model, described above.
  • Corridor claims without dates or sources — "expressway coming", "airport minutes" — check the project's documented stage yourself.
  • Cash components proposed at any desk — money that breaks the record breaks your protection with it.
  • A GPA offered as ownership — a power of attorney is not a conveyance, and the Supreme Court has said so plainly.

How do you verify the dealer, not just the deal?

Ask for the process in writing and see whether one exists. Ask which registry desk your village books at and see whether the answer is instant. Ask what happens if the record fails verification — the honest answer is "the deal stops and you keep your token", said without hesitation. Ask for a claim's source and watch whether a date arrives with it. None of these need expertise; all of them separate a records-first practice from a persuasion-first one.

Does RERA cover land dealers in Haryana?

Partially, and the boundary matters: RERA registration attaches to agents dealing in registered projects — plotted colonies and licensed developments — not to every rural land transaction between private parties. So "RERA-registered" is a meaningful check when you are buying into a licensed colony, and close to meaningless reassurance on a village agricultural parcel. Match the credential to the transaction you are actually doing, and treat any credential waved at the wrong transaction as its own small red flag.

What does a fair engagement look like from the inside?

Requirement restated in writing so both sides hold the same brief; records read before ground is walked; site visits with papers in hand, not after the fact; a valuation with reasons when selling; and a commission line that was agreed before any of it. The sequence protects both sides — a dealer working this way has nothing to hide behind, which is rather the point.
