Rajasthan stamp duty: the number the calculators get wrong
What is the actual base rate?
From the official Fee Master of the Registration and Stamps Department (as applicable 1 May 2024, the most recent consolidated schedule we could verify), the sale-or-conveyance base stamp duty is 6% of market value for a general buyer — which includes male, joint and legal-entity buyers. A woman buyer (other than SC/ST/BPL) pays a concessional 5%; a woman of an SC, ST or BPL category pays 4%. These are the base figures before the surcharge, and they are Rajasthan's own — a Haryana duty percentage is not evidence about a Rajasthan deed.

Why is the real rate higher than "6%"?
Because of the surcharge, which the popular calculators either miss or under-state. The Fee Master carries a line — "Surcharge on Stamp Duty 10+20 = 30%" — and that 30% is charged on the duty amount, not on the property value. So a male buyer's 6% base becomes 6% plus thirty per cent of that 6% (1.8%), for an effective 7.8% on the duty side, before the separate 1% registration fee. The widely-republished "5% + 20% surcharge = 6%" and "20% labour cess → 7.2%" figures are secondary and do not match the official document, which shows a 30% surcharge. We quote the Fee Master.

What does a woman buyer actually save?
The concession is real but it is applied to the base, and the surcharge still rides on top. A woman buyer at the 5% base pays roughly 6.5% duty-side after the 30% surcharge; a woman of an SC, ST or BPL category at the 4% base pays about 5.2% — both before the 1% registration fee. Structuring a purchase in a woman's name is a genuine, lawful saving in Rajasthan, and the exact figure is worth computing on the specific DLC value before the deed is drawn.
What is the registration fee — and is it capped?
The registration fee is 1% of the market value, and on an ordinary sale or conveyance deed there is no monetary cap on it in the Fee Master — the cap columns are blank for a general sale (caps appear only for special categories such as EWS/LIG). A fixed CSI (copying, scanning and indexing) fee of ₹300 per document also applies. So the registration side is a clean 1% plus ₹300, separate from the duty-and-surcharge computation above.
What value is the duty charged on?
On the "market value", which the department defines as the higher of the DLC (District Level Committee) value or the consideration stated in your deed. If a deed is written below the DLC value, duty is still charged on the DLC value — and an under-stated deed invites its own scrutiny (the Fee Master sets site-inspection triggers: none up to ₹10 lakh, random between ₹10–50 lakh, and compulsory above ₹50 lakh). A note on what we could not pin
Two honest caveats. First, the standalone notification number for the 30% (10+20) surcharge is not printed in the Fee Master, so we cite it as "per the official Fee Master, 1 May 2024" rather than to a single gazette line. Second, we could not confirm a revised schedule after 1 May 2024, so the 2026 figures are the 1 May 2024 official version carried forward; if the department notifies a change, the number moves, and the honest form of any duty quote is number-plus-date. Everything above is from Rajasthan's own Fee Master, not from a calculator.
